Oh, yeah, that seems very thoroughly water-repellent (so not even droplets form on its surface, which is true of all the areas not getting wet I think?).
Also, the forelegs DO get wet, but that is right before a dolphin swims in front of her, and they may be dry after it leaves, if the video doesn’t end first?
My fanon/rationalization: Moisture repelling salve (like a potion, but rubbed into fur) seems to wear off, and only cover certain areas to begin with. Apparently her forelegs are very well protected.
