My Fanon (thanks of the inspiration Background Pony) : She is actually using sympathetic magic (taking advantage of the symbolic resonance between rubber duckies and soap suds) to concentrate all the detergent pollution in all the water that flows by (not shown: anchor-chain and anchor attached to the duckie's belly). This is several miles worth of flow. When she is done, the suds will be scraped off and properly disposed of and then the anchor will be raised, and the duckie loaded back on a wagon for the next clean-up site.
