**Isreal was occupied by Rome at the time. The emperors were considered divine by the Romans so making offerings with Roman coins would be blasphemous. The Money-changers were literally crowding people who had come from a pagan background to seek God. Jesus braided three cords together into a whip and pushed them back to where they belonged. Apparently this was something that zealous Jews would do from time to time, so it wasn’t going to get him in legal trouble.
