Well, like any development of technology, I think in the future even animators will not be needed, because you will just speak the idea with your voice into the microphone, and the neural network will draw animated plots from your thoughts in any style.

Not anytime soon really, also what you described already exists, that’s just ponycreator from ye olden days. Course fidelity is what artists offer over AI and simple things like ponycreator for the time being and it’s going to be a while before AI can match that.
I’m sure artists will soon not be needed at all, you load your OC Pony into the program and you get a picture with any edits and any colors with any background, and it’s completely free.
