The prompter likes the ship. They are the one who originally added the tags. If you must know, this is a scene from a Petalstorm fanfic.
And the ship is not automatically sexual or explicit just because they are sisters. So yes, it can both be Safe and Shipping.

Whoever keeps putting the tags for incest…STOP IT. How can you RUIN something so WHOLESOME! The tag Wholesome is the complete opposite of incest. The incest tag isn’t not wholesome OR safe, can’t you take your mind out of SHIPPING these two when there is no PROOF this is depicting incest.
All you should be seeing are two sisters sharing the moment in a NONSEXUAL nor POSTSEXUAL way! Pipp was impregnated by somepony ELSE. (Maybe Hitch, Sprout, Rocky, OR Thunder. Preferably HITCH). Anyways, Zipp is by her sister’s bedside…because she is her SISTER, and she will be the foal’s AUNT! THIS PICTURE IS WHOLESOME! STOP RUINING IT WITH INCEST TAGS!
I got rid of the Incest, Ship:PetalStorm, Shipping, and Lesbian tags. I was the one who then ADDED soon-to-be mother, soon-to-be aunt, wholesome, sisters being sisters, not shipping, miracle of birth, family business, AND emergency room…PLEASE leave those tags the way they are.
