There are some AI picture generators where you can give the AI an image and the AI will use that image to create an art like how you described it. I think that’s how the artist created such an image
I know, I’ve dicked around with Novel Ai but im pretty sure it couldn’t produce a pic like that. I’ve certainly tried to have it produce a girl in a city and the results are usually pretty meh

Yes I to would like to know how the sausage is made. I’ve never been able to get an ai to generate art anywhere near this good
